Bookmaker
A bookmaker sets prices on a race and accepts bets against them, profiting from the margin built into the market rather than from picking winners. The sum of implied probabilities in a bookmaker's market exceeds 100%, and that excess — the overround — is the operator's edge. Australian racing markets commonly run margins around 20% or more, which is the hurdle any betting strategy has to clear before it makes money.
